Phnom Penh, Cambodia – 25 April, 2025 — Hagar, in partnership with Cambodia’s National Institute of Social Affairs (NISA), proudly hosted a landmark Trauma-Informed Care workshop in Phnom Penh. Supported by International Justice Mission (IJM), the event brought together nearly 300 participants, including government officials, social service professionals, and civil society partners.
One of the key milestones of the day was the signing of a Memorandum of Understanding (MoU) between Hagar and NISA. This agreement will see Hagar’s trauma-informed care and counselling modules formally integrated into NISA’s national curriculum—an important advancement in preparing Cambodia’s future social service professionals to support survivors with compassion, dignity, and practical expertise.

This partnership reflects Hagar’s ongoing commitment to strengthening national systems and building a more trauma-informed approach to survivor care across Cambodia.
The workshop focused on strengthening trauma-responsive practices across Cambodia’s social service sectors. Participants explored evidence-based approaches to compassionate care, survivor support, and resilience-building—highlighting the urgent need for trauma-informed systems at every level of service delivery.
This initiative reflects Hagar’s ongoing commitment to systemic change, working alongside government agencies and frontline service providers to build environments where survivors can truly thrive. With the support of IJM and the leadership of NISA, this collaboration lays a strong foundation for compassionate care in Cambodia for generations to come.
