Project In Afghanistan

Responding with Resilience: A New Chapter for Survivor Care in Afghanistan

In response to shifting political conditions and increasing restrictions on civil society, Hagar has taken a deliberate and strategic step to ensure continued support for Afghan children who have experienced severe trauma.

Since 2008, Hagar has worked in Afghanistan, supporting thousands of women and children through both residential and community-based programmes.

Hagar is now transitioning from a residential care model to a community-based model—one that aligns with international best practices in child protection, preserves the organisation’s strong relationship with Afghan authorities, and involves families in delivering survivor-centred care at scale.

Why Community-Based Protection?

Vulnerable children in Afghanistan face widespread instability and reduced access to food, healthcare, and education—conditions that increase their risk of exploitation, abuse, and trafficking.

Hagar’s decision to adopt a community-based approach to child protection directly addresses this pressing need.

Rather than relying on centralised shelters, the new model delivers support within the communities where children live, ensuring that care is culturally appropriate, sustainable, and led by local actors.

Launched in April 2025, the initiative is founded on the belief that safe communities are essential to long-term recovery. It supports children who have experienced trafficking, abuse, and exploitation—particularly those living in or reintegrated from government-run shelters, as well as those currently living on the streets of Kabul.

Care Services Include:

Case Management  
Providing individualised support and linking children to healthcare, education, and psychosocial services.

Medical Care  
Offering basic medical services and referring cases to partner organisations as needed.

Education  
 Assisting children to return to school through scholarship support.

Vocational Training  
 Equipping children with skills in tailoring, plumbing, baking, and mobile repair.

Psychosocial Counselling  
 Delivering trauma-informed care through trained Hagar counsellors.

Recreational Support  
 Providing children with opportunities for play, creativity, and social connection to support their emotional recovery.

Economic Empowerment  
 Supporting children and families with start-up kits and guidance for small businesses.

Outreach and Training
Providing training in trauma-informed care, child protection, and human trafficking awareness to community leaders, teachers, and caregivers.

A Model for the Future of Child Protection in Crisis Settings

In times of political uncertainty, survivor care must continue—and it can, when grounded in community, trust, and flexibility.

As Hagar continues to serve the most vulnerable with dedication and care, this project offers a model for delivering trauma-informed, scalable support in fragile settings.
